I've been to Oystercatchers twice, and have been quite pleased. It's behind the Hilton, on the bay, at the Tampa end of the causeway to Clearwater.

Yes Indeed.
St Pete Museum of Fine Arts is up the road. Both can be done in a day.
Food. I think it may be a desert. I had lunch at the Don Cesar. Now part of the Loews chain (I spent 11 years with 'em). Lunch was very hotel chain-like. Pleasant room, in a pastelly Florida feminine way, though.
edit: Biggest diappointment? Ybor City.

I also had a great Cubano sandwich in Ybor City, but I can't remember the name of the place.
This might be helpful: Best of the Bay '06. I had good luck using an earlier version when I visited.
If you haven't settled on a hote yet, the Don Vicente is a nice place and about the only non-corporate option around.

Is there any good deep sea fishing in this part of the Gulf? If so, I'd like to charter a boat for one day.

Downtown St. Pete has a very nice feel to it. Funky, a lot like New Orleans French Quarter without the drunken frat boys. Granted it's only three blocks by three blocks, but still...
St Pete Beach is on the Gulf side of the peninsula from downtown St. Pete, which is on the Bay side. That's several miles, as I recall.

Good luck. The handful of places I ate at along the beach sucked, other than the aforementioned Greek restaurants in Tarpon Springs.
