The space seems appropriate to us only for a restaurant, because that is what it has always been, but landmark designation never specifies use. The designation controls only the space and non-movables. Theoretically, another business could take over that space.

No, you get it wrong ALWAYS.
(You don't like using "that".) (I did read somewhere that British usage is looser on this than American.)
I read recently that it may have been Fowler himself who made the distinction in the first place.

Do Americans do this, in general? I know I was taught to, but I hardly see it in written communications.
Americans who know how to think do.
I think there may be as many as seven of us.
And the rest think we are making a mistake when we do so.
