Foil on Wine Bottles

A few years ago it seemed that decent wines had lead foil atop the bottle over the cork.  It was easy enough to remove.  Then apparently people were worried about lead poisoning or something.  So bye bye lead.  Suddenly some sort of plastic wrap appeared on bottles.  It was easy peasy to remove.  Now many bottles have some kind of metal covering.  For whatever reason this covering frequently cuts my fingers upon opening.  What's going on?  What is this finger killer?  Why?

Oddly this happens more often with the second bottle.
sandwiches that are large and filling and do not contain tuna or prawns

I remember a party guest failing the Turing test when he tried our host's cigar cutter for this.
