I'm trying to figure out a super simple way to video chat with my mother and other family members. My mother isn't tech savvy so it would ideally be something where you don't have to download anything, and she'd just have to click on a link from her PC. Any ideas?

It is better to have beans and bacon in peace than cakes and ale in fear.

google hangout. you can schedule it ahead of time from calendar and she'll receive the link.

Google Hangout or Meet would be my pick as well. You may have to guide your conversation partners through the process of allowing the app to access their camera/mic. My parents - reasonably tech-savvy people - had A LOT of trouble with that.

Does she have Facebook? It's pretty easy to use from a pc.
