I can.  Ovens aren't very common in Japanese homes, right?  And the breads and cakes I've had at Japanese bakeries lean towards softness and lightness, so I can see making them in an appliance that doesn't take up a lot of space, is almost certainly in a person's home, and that will essentially steam the baked goods.
