Yes and yes, but how is that related to whether they can be in a dining room? Plus of course as the size of the holdout group shrinks, the more likely the remaining ones are to have fake cards and such. The city was happy to keep dining rooms open a few weeks ago when the risk of infection was 10x what it is today, so it seems like avoiding a < 1.1x increase from unvaxxed in the room can't really be about public health any longer.
