I think open streets (for Canal) was recently approved for a much shorter period: 3:00pm-10:00pm, Thursday through Sunday, from April 26 through October 31. A crowd of us were there to see a band we knew and we would not keep quiet during the rather solemn solo singer-songwriter preceding them. The band got thrown out too.
